Issue Brief on “Pahalgam Incident: Another False Flag Operation?”

For the past several years, Pakistan has been forewarning the international community regarding the possibility of India carrying out yet another false flag operation. These apprehensions were vindicated when on April 22, 2025, an attack took place in a tourist destination in Pahalgam, in Anantnag district of the Indian Illegally Occupied Jammu and Kashmir (IIOJK). Of the 26 people killed, there was one foreign national also from Nepal.[1]

India Goes Berserk

As has been the consistent pattern, within few minutes of the attack, the Indian media inspired by official sources and driven by its own perennial jingoism and war-mongering started vociferously to blame Pakistan for the attack. The hysteria created by the media was further reinforced by belligerent statements of the Indian ruling class. In a hastily arranged public rally in Bihar, which is scheduled to have state assembly elections later this year, Prime Minister Modi took the belligerent rhetoric to a new level: “Today, from the soil of Bihar, I say to the whole world. India will identify, track and punish every terrorist and their backers. We will pursue them to the ends of the Earth.” He added,“the punishment will be significant and stringent, which these terrorists would have never even thought about”.[2] Defence Minister Rajnath Singh was quoted as saying: “Those responsible for such acts will receive a strong response in the near future. We won’t punish only the monsters who carried out this act of brutality and barbarianism….”We will also reach those who hid behind a curtain to carry out this conspiracy. Attackers and their masters will be targeted”.[3] Similarly, Union Home Minister Amit Shah declared: “The culprits of this dastardly terror attack will not be spared. And with a nation watching closely, those words are more than a promise — they are a warning”.[4]
