Pakistan participated in COP30 in Belém, Brazil, representing one of the world’s most climate-vulnerable countries, despite contributing less than 1 per cent to global greenhouse gas emissions[1]. The catastrophic floods of 2022 and 2025 remain vivid reminders of the country’s exposure to extreme climate shocks that displaced millions, devastated infrastructure and pushed vulnerable communities deeper into poverty. Against this backdrop, Pakistan’s participation in COP-30 reflects more than diplomatic engagement: it is a quest for survival, justice and equitable support in a global climate system historically skewed against developing countries.
Pakistan’s federal government and provincial leadership particularly Punjab’s proactive participation used COP30 to amplify a unified call for predictable, grant-based climate finance, enhanced technology transfer, and reforms to global climate governance.[2] This policy brief distils Pakistan’s key messages, highlights the initiatives showcased at COP30, and outlines strategic priorities for moving forward.
