Introduction

Deterrence means stopping aggression by threatening costs that an attacker would find unacceptable.[1] Contemporary conflicts no longer stay only in land, sea, or air rather they now extend into cyberspace and even space. Many modern weapons and support networks span these domains, creating new vulnerabilities. For example, a single cyber-attack could blind satellites or cut-off military communications on which forces depend. States are now linking actions across domains because an attack in one area might draw a cyber counter-strike in another. AI-driven tools amplify this logic as experts note that AI is boosting both cyber-attacks and cyber deterrence, potentially changing the face of hybrid warfare.[2] Here, three big challenges stand out, namely credibility (will rivals believe our threats?), attribution (can we reliably identify the attacker?), and escalation (could a limited cyber intrusion spiral into a wider conflict?). This analysis looks at how AI and cyber capabilities complicate these key elements of cross-domain deterrence and impact the risk of escalation in multidomain conflict.
