The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) was held in Beijing from October 20 to 23, 2025.[1] The session provides an overview of the strategic direction of China’s governance, reform, and modernization agenda for the coming years. One of the key outcomes of the session was the “adoption of the recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for Economic and Social Development.”[2] The plenary reviewed the achievements since the 20th National Congress and set priorities for the next phase of Chinese modernization. The session underscored that China’s domestic transformation is inherently linked to global peace, fairness, and justice reflecting the country’s growing role in shaping global governance in accordance with the principles of equality, multilateralism, and shared development.
