The Moscow session of the Council of Heads of Government (CHG) of the Shanghai Cooperation Organisation (SCO), held on 17-18 November, 2025, marked an important milestone for Pakistan in using multilateralism to achieve its geoeconomic objectives. Deputy Prime Minister and Foreign Minister Ishaq Dar not only mobilised high-level deliberations to convert Pakistan’s recent diplomatic successes into tangible achievements, he also engaged the Russian and Chinese leadership on the sidelines.[1] The SCO has become an important platform to promote the goals of regional security and stability, actively promoting region-wide economic and connectivity projects. As the second-highest decision-making organ in the SCO, the CHG is entrusted with the task of facilitating the economic and financial coordination of the organisation, with a special focus on budgetary management. The Moscow moot particularly carried significance in the context of the historic Tianjin Summit that took place two months earlier, and effectively reinforced the SCO as a vital pillar of collective resilience.
