The visit of the Russian President Vladimir Putin to New Delhi, during the 23rd India-Russia Annual Summit on December 4-5, 2025, was much more than a ritual reaffirmation of past relationships. Occurring during a period of increased global turbulence, a growing great-power competition, and a fractured global economy jolted by sanctions, the visit was the sign of a strategic independence by India and an economic lifeline for a heavily sanctioned Russia.[1] Additionally, the summit gave Moscow and New Delhi an assurance that their long-time-tested partnership has weathered the shock of the Russia-Ukraine war. At one level, it pointed out the efforts by both states to restructure their economic and strategic relationship to a world that is no longer characterised by unipolar US dominance. To decipher this summit, requires looking beyond symbolism and deconstruct what this summit entailed, in terms of timing, its economic substance, its geopolitical messaging to Washington and European Union (EU), and what it holds in terms of global order that is undergoing change.
